TIIVISTELMÄ. Tässä työpaperissa selvitettiin bioenergia-alan asiantuntijoiden näkemyksiä bioenergian tuotanto- ja markkina- sekä politiikkanäkymistä EU:ssa ja Suomessa vuoteen 2020 saakka. Tutkimuksessa käytettiin monivaiheista asiantuntijakyselyä, jota kutsutaan Delfimenetelmäksi. Tulosten mukaan bioenergian käyttö kasvaa tulevaisuudessa, mutta Suomen bioenergian käytön kasvun ennakoidaan olevan hitaampaa kuin muualla EU:ssa. Käytön otaksutaan kasvavan eniten EU:ssa lämmön ja jäähdytyksen tuotannossa. Vastaavasti Suomessa suurimman kasvun arvioidaan kohdistuvan liikennepolttoaineisiin. Kokonaistaloudellisesti parhaimpina potentiaaleina ovat metsähake ja puujäte. Hintojen nousun arvioidaan olevan suurinta liikennepolttoaineissa. Päästöoikeuksien hinnat tulevat nousemaan arvioiden mukaan nykyisestä vuoteen 2012 mennessä 20-50 prosenttia ja vuoteen 2020 jopa 70 prosenttia. Lisäksi päästökauppamekanismin arvioidaan heikentävän suomalaisen teollisuuden kilpailukykyä. Bioenergianmarkkinoiden kehitykseen vaikuttavista politiikkakeinoista merkittävämpinä pidetääm vero- ja tukipolitiikkaa, yhteisiä lakisääteisiä velvoitteita ja niiden valvontaa sekä päästökauppaa. Metsä- ja peltobiomassojen kilpailukyky paranee arvioiden mukaan mitä pidemmälle tarkasteluhorisonttia ulotetaan. Tämä luo hyvän pohjan liiketoimintamallien ja tekniikan kehittämiselle näiden raaka-aineiden osalta.

ABSTRACT. The paper presents the opinions of Finnish experts on bioenergy production, markets and political prospects in the EU and Finland till 2020. We used a multi-phased survey known as the Delphi-method. According to results, experts expect the consumption of bionenergy increase in the EU in the future. However, in Finland the consumption is presupposed to be lower than in the EU in general. The consumption is supposed to increase most in the heat and cooling production in the EU. On the contrary, in Finland the increase will be in traffic fuels. On the whole, the best potential to produce bioenergy in the EU lies in woodchips and waste wood. Experts also estimated that the prices will increase most in a traffic fuels. The prices of emission-allowances are estimated to increase till 2012 about 20-50 percent and till 2020 even 70 percent. Moreover, experts assumed that emission trade mechanism will be harmful to the competitiveness of the Finnish industry. The most important political means to influence the market development in bioenergy are fiscal and sub policies, legislation and emission trade mechanism. It is also assumed that competitiveness of the forest and field biomass will take turn to the better in the further future. This results in a firm basis for the development of the business models and production technique for the forest and field biomass.
