209. Perushyödykepolitiikka Suomen kehityspolitiikan osana

Abstract: Perushyödykkeet olivat 1970-luvulla luodussa kansainvälisessä perushyödykepolitiikassa erittäin tärkeässä roolissa kehitysmaiden taloudelle, joskin niiden merkitys on viime vuosina vähentynyt. Perushyödykemarkkinoiden keskeisin ongelma oli kansainvälisten hintojen vaihtelu ja reaalihintojen alentuminen. Ajateltiin, että perushyödykkeiden vientihintoja voidaan säädellä joko puskurivarastoilla tai esimerkiksi tuottajien ja kuluttajien sopimilla vientikiintiöillä. Varsin pian kuitenkin osoittautui, etteivät kaavaillut suunnitelmat toimi käytännössä. perushyödykekaupan rakenteet ovatkin muuttuneet selvästi viimeisen 30 vuoden aikana. Kauppavirrat ovat kääntymässä etelä-pohjoinen akselilta etelä-etelä suuntaan. Hinnat nousevat. Nyt kysytään, kuinka voidaan auttaa perushyödykkeistä riippuvia maita monipuolistamaan talouttaan. Alkaneen vuosituhannen perushyödykepolitiikan huomio tullaan kohdistamaan näiden maiden talouden rakenneongelmiin. Keskeinen politiikan puite on Aid for Trade kehityspolitiikka. Suomelle on tärkeää koordinoida perushyödykkeitä koskeva kehityspolitiikka Euroopan unionin puitteisiin.

Abstract: Primary commodities have received fairly little attention over the past few decades even though a role of the international policy on primary commodities has been important for developing countries since the 1970s. The fluctuation of international prices and decline of real prices were recognized as key problems in the markets. The rationale behind the policy was that the development of export prices for primary commodities of importance to developing countries could be regulated either by buffer stocks or by export quotas. It became clear that these plans would not work in practice. During the last 30 years the trade of primary commodities has radically changed. The most dynamic part of the primary commodity trade has been south-south trade. And prices may increase after a long declining period. The main question is how to assist the commodity dependent developing countries to diversify their economies. In the international primary commodities policy for the new millennium, the focus of attention and effort will be on structural problems in the economies of commodity-dependent developing countries (CDDC). Activities and allocation of economic resources are being steered towards this area. A framework for the policy could be sc. Aid for Trade Policy. Finland can concentrate its resources on monitoring the policies of commodity bodies and contributing to these policies mainly through the EU.
