256. Miksi metsien taloudellisia mahdollisuuksia jätetään käyttämättä? – Metsänomistajakyselyn tuloksia.

Tiivistelmä: Pellervon taloustutkimuksen vuonna 2016 toteuttaman metsänomistajakyselyn tuloksista ilmenee, että metsänomistajilla on monenlaisia syitä metsätaloudelliselle hiljaisuudelle. Metsätaloudellisella hiljaisuudella tarkoitetaan tässä tutkimuksessa sitä, että metsänomistaja ei ole tehnyt hakkuita edeltävää metsänkäyttöilmoitusta tai hakenut Kemera-tukea edelliseen kymmeneen vuoteen. Tutkimuksen aktiivisista metsänomistajista yli puolet oli metsänomistuksen tavoitteiltaan taloudellisesti suuntautuneita monitavoitteisia. Hiljaisilla suurin tavoiteryhmä oli luontoa ja ympäristöä korostavat. Aktiiviset metsänomistajat olivat myyneet selvästi yleisemmin puuta kuin hiljaiset, joilla oli siten huomattavasti enemmän käyttämättömiä hakkuumahdollisuuksia. Puuntarjonnan kannalta merkittävimmäksi ryhmäksi osoittautuivat osittain aktiiviset metsänomistajat, joilla oli selvästi enemmän hakkuumahdollisuuksia kuin täysaktiivisilla, jotka käyttävät jo hakkuumahdollisuuksiansa tehokkaasti. Myös hiljaisilla kuolinpesillä oli käyttämättömiä hakkuumahdollisuuksia. Metsänomistajakyselyssä käytettiin sekä painettuja että sähköisiä kyselylomakkeita. Kysely kohdennettiin erikseen hiljaisille ja aktiivisille perheomistajille, metsää omistaville kuolinpesille ja verotusyhtymille. Vastausprosentti vaihteli otoksissa 15 ja 20 prosentin välillä. Abstract: Results of a 2016 forest owner survey conducted by Pellervo Economic Research PTT indicate that forest owners have numerous reasons to remain inactive in the management of their forests. Inactivity in this study refers to situations in which the forest owner has not submitted felling notices or applied for support under the Act on the Financing of Sustainable Forestry (Kemera) in the past ten years. Over one half of active forest owners covered in the study are economically oriented and have multiple goals for their forest management. Among inactive forest owners, the largest group consists of those who emphasise nature and the environment in their management. Since active owners sold considerably more timber than the inactive ones, the latter therefore had much greater unused felling potential in their forests. The most important group vis-à-vis increasing timber supply were partly active owners, who also clearly had more felling potential that fully active owners, the latter of which are already making efficient use of their cutting opportunities. Additionally, there is a significant volume of unused felling potential in inactive undistributed estates.  The forest owner survey was conducted with mailed survey questionnaires and electronic questionnaires. The questionnaires were directed separately to active and inactive forest owners, undistributed estates and jointly owned forests. The response rates varied between 15 and 20 percentages in different sub-samples.
