39. Laman vaikutus aluekehitykseen

TIIVISTELMÄ: Työpaperissa arvioidaan Suomen 1990-luvun alun laman vaikutusta aluekehitykseen. Tuotannon, työllisyyden ja väestön keskittyminen on voimistunut selvästi laman jälkeen. Samalla on myös ilmennyt merkkejä siitä, että pitkään jatkunut eri alueilla asuvien ihmisten välisten hyvinvointierojen kaventuminen olisi taittunut. Tämä on johtanut kysymykseen, onko lama havaittujen muutosten syy. Päätelmämme on, ettei lamaa voida pitää aluekehityksen eriytymisen varsinaisena aiheuttajana. Lamashokki on kuitenkin luultavasti nopeuttanut muista syistä meneillään olevia muutoksia ja välillisesti saattanut vaikuttaa politiikkaan eroja kasvattavasti. Arviomme perustuvat maakuntien ja seutukuntatyyppien tuotannon, työllisyyden, työttömyyden ja muuttoliikkeen lähinnä graafiseen tarkasteluun. Työllisyyskehitystä tarkastelemme hieman tarkemmin toimialoittain yksittäisten seutukuntien aineistolla.

ABSTRACT:. The working paper assesses the effects of the economic depression of the early 1990s on regional development in Finland. Geographical concentration of production, employment and population has clearly increased in the aftermath of the depression. At the same time, there are signs suggesting that the long-lasting convergence trend of regional welfare differences may have broken. This has led to the question, whether the depression is a cause of the observed changes. Our conclusion is that the depression as such cannot be considered an ultimate cause of the emerging disparities. Nevertheless, the depression has very likely accelerated the changes brought about by other forces and it may also have had indirect effects to the same direction through changes in policies. Our assessments are based on a mainly graphical analysis of total production, employment, unemployment and migration in different NUTS3 regions and different types of NUTS4 regions. The evolution of employment is analysed  somewhat more in detail by branches in individual NUTS4 regions.
