190. Ikääntyminen ja maaseudun työmarkkinat

Tiivistelmä: Työelämästä poistuvien suhteellinen osuus  on kuluvalla vuosikymmenellä maaseudulla kaupunkeja suurempi, koska maaseudulla työvoimasta on keskimääräistä suurempi osa keski-ikäisiä. Määrällistä työvoiman puutetta ei kuitenkaan koeta ensimmäiseksi maaseudulla vaan pääkaupunkiseudulla. Tämä aiheutuu siitä, että ensinnäkin osa maaseudun työpaikoista varsinkin maataloudessa ja lasten palveluissa katoaa kokonaan. Toiseksi maaseudulla on suurin vähintään toisen asteen koulutuksen saanut ”työvoimareservi” työttömissä ja työelämän ulkopuolella olevissa. Kolmanneksi, varsinkin harvaan asutulla maaseudulla on keskimääräistä vähemmän sellaisia toimialoja, joilla työvoiman kysyntä voi kasvaa nopeasti. Muuttoliike on menneisyydessä tasapainottanut alueellisia eroja työttömyydessä.  Nykyistä enemmän muuttoliike ei työmarkkinoita voi tasapainottaa, sillä jo nyt lähes kaikki opiskeluikäiset lähtevät maaseudulta ja muiden ikäluokkien muuttoalttius on pieni.

Abstract: The rural workforce comprises a greater than average proportion of middle-aged workers, and in recent decades the relative proportion of people leaving working life will therefore be greater in rural areas than in cities. Despite this, at least some of the possible labour shortages will first be experienced in the Helsinki metropolitan area rather than in the countryside. This is because, firstly, a proportion of rural jobs will disappear when workers leave working life (e.g. agriculture, services for children). Secondly, rural areas have a considerable “labour reserve” of unemployed and people outside working life, and a marked proportion of these people have at least completed upper secondary education. Thirdly, in sparsely inhabited rural areas there are fewer than average of those lines of employment whose future demand in the labour market could rapidly grow. Migration has balanced the regional differences in unemployment, but its balancing role hardly can be greater in the future than it is nowadays, because almost all people of studying age are already leaving rural areas while those in other age groups have a low probability of moving.
