TIIVISTELMÄ: Selvityksessä kuvataan ja verrataan Euroopan unionin ja eräiden jäsenmaiden (Suomi, Ruotsi, Itävalta) bioenergian edistämispolitiikkaa keinoineen sekä bioenergian tuotantoa ja käyttöä. Lisäksi arvioidaan Ruotsin ja Itävallan edistämistoimien soveltamismahdollisuuksia Suomen bioenergiasektorilla. Kaikkiaan sekä kansallinen että EU-tason kiinnostus bioenergian käyttöön lisääntyy 2000-luvun alkuvuosina edelleen. Puuperäinen biomassa tulee muodostamaan merkittävän osan uusiutuvien energialähteiden käytön lisäyksestä. Tätä lisäystä vauhdittavat paitsi erilaiset tavoite- ja toimintaohjelmat niin vähitellen myös kansalliset ja EU:n säädökset. Säädösten myötä tukitoimet voivat vakiintua osaksi EU:n uusiutuviin energialähteisiin liittyvää edistämispolitiikkaa. Suomen, Ruotsin ja Itävallan välillä havaittiin jonkin verran eroja sekä bioenergian edistämispolitiikan lähtökohdissa että toteutuskeinojen painopistealueissa. Vertailun perusteella ehdotetaan, että Suomessa voitaisiin kiinnittää lisähuomiota tiedotukseen ja kampanjointiin sekä bioenergian markkinoiden tutkimukseen. Lisäksi ehdotetaan harkittavaksi koko bioenergiaklusterin yhteistoiminnan lisäämistä erityisen klusteriohjelman muodossa.

ABSTRACT: The study describes and compares bioenergy production, use, related policies and policy instruments in the European Union and some member countries (Finland, Sweden, Austria). Special emphasis is on wood based bioenergy. Overall, the interest toward, and the use of bioenergy will further increase in the future. The wood based biomass will cover the major part of the increase at least during the next few years. The development will be supported by voluntary policy programmes but also by national and EU-level legislation. Some differencies in the bioenergy policies and promotion instruments were observed between Austria, Sweden and Finland. It is suggested that in the bioenergy research, Finland could emphasise more strongly markets and marketing. Also efforts should be increased to communicate the positive bioenergy based image of the country on both national and international levels. Finally, increasing the overall co-operation within the bioenergy cluster would be beneficial.
