Tiivistelmä: Tässä selvityksessä luodaan katsaus vuokralaisille suunnattuun asumistukijärjestelmään tilastoaineiston, kirjallisuus-katsauksen ja vuokralla-asujille suunnatun kyselytutkimuksen perusteella. Kyselytutkimus toteutettiin syyskuussa 2017. Tukien merkitystä selvitettäessä korostui asumistuen merkitys pienituloisille – useilla pienituloisilla kotitalouksilla asumistuki kattaa yli 50 prosenttia vuokramenoista. Asumistukea saavat asuvat muita useammin tuetuissa asunnoissa eli saavat sekä kysyntä- että tarjontatukea. Kuitenkin erityisesti pääkaupunkiseudulla myös ne, jotka eivät ole oikeutettuja kysyntätukiin, asuvat usein tuetussa asunnossa.
Kyselyssä selvisi, että asumistukea saadaan pitkään ja useat tukea saavat kattavat vuokramenojaan toistuvasti toimeentulotuella. Työttömyys on usein selittävä tekijä. Tiedusteltaessa asumistuen saajilta, mitä he tekisivät tuen poistuessa, yli 35 prosenttia vastaajista uskoi turvautuvansa muihin tukiin. Muutto edullisempaan asuntoon ja kulutusmenojen vähentäminen olivat seuraavaksi suosituimmat vaihtoehdot.
Tutkimuksessa havaittiin myös, että asumistukijärjestelmässä ta-pahtuvilla muutoksilla on ollut tai olisi erittäin vähäinen vaikutus kotitalouksien asumisvalintoihin.

Abstract: This report provides an overview of the housing support system for tenants in Finland based on statistical data, a literature review and a survey for tenants. The survey was conducted in September 2017.
The housing allowance system for low-income households was found to be important in the survey; for several low-income households, the housing allowance covers over 50 per cent of their rental expenditure. Households that receive housing allowance more often live in subsidised housing. However, especially in the Helsinki metropolitan area, even households not eligible for housing allowance often live in subsidised apartments.
In the survey, it was also found that several households frequently receive housing allowance for prolonged periods. Several benefit recipients also cover part of their rental expenses repeatedly using basic social assistance. Unemployment is often an explanatory factor behind this. When asked about the benefits of housing allowance, more than 35 percent of the respondents believed they would resort to other subsidies if housing allowance was discontinued. Among other popular options would be moving to a more affordable home and reducing consumer spending.
However, the study also found that changes in the housing support system have had or would have a very small impact on housing decisions of the respondents.
