TIIVISTELMÄ: Laman ja nousukauden aikana 1990-luvulla Suomen työmarkkinoilla on tapahtunut suuria muutoksia. Vaikka monet muutokset ovat olleet samansuuntaisia maan eri osissa, on myös työttömyyden ja työllisyyden alueellisissa eroissa tapahtunut muutoksia. Tässä työssä kuvataan näiden erojen kehitystä. Tarkastelun kohteena on työttömyysasteen ohella myös työllisyysaste, työllisten työvoimaosuus ja osallistumisaste. Lamakauden osalta kuva alue-erojen kehityksestä on erilainen riippuen käytetystä työllisyystilannetta kuvaavasta indikaattorista ja myös siitä käytetäänkö suhteellisia vai absoluuttisia eroja. Alue-erojen kehitys oli laman aikana kuitenkin ”normaalia”, jos sitä verrataan aiempiin taantumiin. Lamasta toivuttaessa 1994-1997 kaikki indikaattorit sen sijaan näyttävät, että alue-erot ovat kasvaneet. Tämä poikkeaa aiemmasta suhdannekehityksestä ja johtuu siitä, että erot työllisten määrän muutoksessa alueiden välillä ovat olleet niin suuria.

ABSTRACT: The Finnish labour market have experienced dramatic changes during the depression and the subsequent recovery in the 1990s. Even thought the changes in different parts of the country have been to same direction, there have also been changes in regional disparities. This paper seeks to describe those changes. We focus not only on the unemployment rate, but also on the employment rate (the share of employment in working age population), on the share of employment in workforce and on the participation rate. Different indicators give a different picture of the evolution of regional disparities during depression years, 1990- 1993, and in some instances the picture is also different with same indicator depending whether relative or absolute regional differences are looked at. Yet the evolution of regional disparities was similar to the that observed in earlier recessions. However, during years of recovery, 19941997, all indicators shows that regional disparities have risen. This is in contrast to the experience of previous business cycles. The increased disparities are due to sharp differences in employment growth among regions.
