Tiivistelmä: Tässä raportissa selvitetään perintö- ja lahjaveron ja luovutusvoittoveron tuottoa. Perintö- ja lahjaveron määriä tarkastellaan perinnön koon ja perintöveroluokkien mukaan eriteltynä. Luovutusvoittoveron määrää tarkastellaan pääomatulojen suuruuden ja väestöryhmien mukaan omaisuuserittäin. Tarkastelun avulla pyritään luonnehtimaan ja vertaamaan luovutusvoittoveron ja perintö- ja lahjaveron jakautumista perintöjen ja luovutusvoittojen koon mukaan eli vertaamaan veromuotojen oikeudenmukaisuutta. Ruotsissa perintö- ja lahjavero poistettiin vuonna 2004 ja Norjassa vuoden 2014 alusta lukien. Sukupolvenvaihdosten jälkeen yritysten kasvua haittaava vaikutus syntyy pääosin perintö- ja lahjaverosta. Yritystoimintaa jatkava uusi sukupolvi joutuu maksamaan keskimäärin kymmenen prosentin perintö- tai lahjaveron. Perheyrityksistä noin 73 % on kokenut ainakin osittaisen sukupolvenvaihdoksen. Vero on poissa yritysten kehittämisestä.

Abstract: This report examines the revenue of inheritance and gift tax and capital gains tax. Collected inheritance and gift taxes are classified according to the size of inheritances and inheritance tax categories. The collected capital gains taxes are classified according to the size of capital incomes and demographic groups in different types of properties. The analysis helps in comparing the distribution of these taxes in different size groups of inheritances and capital gains, i.e. compare the justice of these taxes. The tax due on inheritance and gifts was removed in 2004 in Sweden and in 2014 in Norway. The growth followed by the transfer of business through inheritance and retirement is mostly hindered by the inheritance and gift tax to firms. The new generation, who continues the firm, must pay approximately ten percent tax on the inheritance. About 73 percent of the firms owned by families have experienced a business transfer to the next generation. The tax paid is lost from the development of the firm.
