Tiivistelmä: Tämän työ ja elinkeinoministeriön toimeksiantona  tehdyn selvityksen mukaan viljapohjaisen bioetanolin tuotannon  käynnistymiselle on Suomessa hyvät ympäristö, energia, teollisuus ja maatalouspoliittiset perusteet. Tärkeätä olisi, että teolliset  toimijat olisivat ensisijaisina taustavoimina hankkeissa. Tehtaiden  sijoittumisen kannalta tärkeintä on, että sen lähiympäristössä on  paljon viljaa tuottavia peltoja ja rehua syöviä kotieläimiä. Ainakin  Etelä ja LänsiSuomen ohran ja vehnän tuotannolla on edellytykset täyttää EU:n kestävyyskriteeri. Bioetanolin sivutuotteena syntyvä rehu olisi myös paras mahdollisuus turvata GMvapaan valkuaisrehun saatavuus. Valtiolla on selvityksen mukaan kaikki perusteet tukea viljapohjaisen bioetanolin tuotannon käynnistymistä  Suomessa. Yrittäjäriskin pitää kuitenkin säilyä yrityksillä ja heidän  on todistettava uskonsa omaan kilpailukykyynsä ja kannattavuuteensa järjestämällä itse hankkeiden pääasiallinen rahoitus.

Abstract: According to this report produced on the basis of assignment allocated by the Ministry of Employment and the Economy, there is a solid case for launching the production of cerealbased bioethanol in Finland in terms of environmental, energy,  industrial and agricultural policy justifications. It would be important to have industrial operators as prime movers in these projects. The most important thing in terms of the location of the  plants is that there are a lot of cerealproducing fields and feedeating domestic animals in the surrounding areas. Barley and  wheat production in southern and western Finland can certainly  fulfil the EU’s sustainability criterion. Feed generated as a byproduct of bioethanol production would also be the best way to  ensure the availability of GMfree protein feed. According to the  report, the government has every reason to support the launch of  cerealbased bioethanol production in Finland.
