146. Maatalouden pääomakanta ja investointitarve eri rakenne- kehitysvaihtoehdoissa

Tiivistelmä: Maatalouteen sitoutuneen pääoman määrän arvioidaan olleen noin 77 mrd. mk vuonna 1995. Tästä pelto muodostaa noirr 27 mrd. mk, tuotantorakennukset noin 23 mrd. mk ja koneet ja kalusto noin 13 mrd. mk. Maatalouden investointitarve arvioitiin kahdessa Maatalouden taloudellisen tutki- muslaitoksen skenaariossa tuotantosuunnittain ja investointikohteittain. Ensimmäisen skenaarion mukaan tilalukumäärä alentuu 70 000 tilaan ja toisen skenaarion mukaan 50 000 tilaan vuoteen 2005 mennessä. Tuotannon oletettiin pysyvän lähes nykytasolla. Ensimmäisessä skenaariossa vuotuinen investointitarve on 3,2 mrd. mk olettaen, että tuotannosta luovutaan tasaisesti kaikista tilakokoluokista. Mikäli tuotannosta luopuvat tilat ovat pienimpiä ja vain suurimmat jatkavat, vuotuinen investointitarve on 2,6 mrd. mk. Voimakkaamman rakennekehityksen vaihtoehdossa vuotuinen investointitarve olisi vastaavasti 3,9 mrd. mk tai 3,1 mrd. mk. Kymmenen viimeisen vuoden keskimääräiset investoinnit ovat olleet noin 4 mrd. mk. Toteutuneet investoinnit ovat olleet siis jonkin verran suuremmat kuin arvio investointitarpeesta. Yksittäisillä tiloilla investointitarve kuitenkin kohoaa huomattavasti aiemmasta, koska investoivien tilojen määrä on vähentynyt huomattavasti. Reports and Discussion Papers No. 146, 45 p. Abstract: The total capital stock in the Finnish agriculture is estimated to be 77 bill. FIM in 1995. This consists mainly of arable land (27 bill. FIM), agricultural buildings (23 bill. FIM), and machinery and equipments (13 bill. FIM). The calculation of the investment needs is based on two scenarios made at Agricultural Economics Research Institute. The first scenario assumes that the number of farms diminishes to 70 000 and the second scenario to 50 000 during the next ten years. The total agricultural production is assumed to stay almost unchanged. The annual investment needs in the first scenario are estimated to be 3,2 bill. FIM assuming that the continuing farms are similarily distributed in different size classes as before. Assuming that only the largest farms stay in production the investment needs are 2,6 bill. FIM. In the second scenario, which implies faster structural change, investment needs are estimated to be 3,9 bill. FIM and 3,1 bill. FIM respectively. During the last ten years the annual investments have been about 4 bill. FIM. Thus they have been slightly larger than the estimated investment figures in this study. The situation at the farm level, however, is just opposite. The investment needs increase considerably because the number of farms will decrease.
