25. Kiinteistöverojärjestelmien kansainvälinen vertailu

TIIVISTELMÄ: Kiinteistöverolla on pitkät perinteet ja tärkeä asema paikallishallinnon tulonlähteenä monissa maissa. Suomessa kiinteistöverotulot ovat kuitenkin pienemmät kuin useimmissa muissa OECD-maissa. Tässä työpaperissa selvitetään ja verrataan kiinteistöverojärjestelmiä eräissä OECD-maissa. Järjestelmät eroavat toisistaan ei ainoastaan tulojen osalta vaan myös rakenteeltaan. Tarkastelussa kiinnitetään erityistä huomiota eri kiinteistötyyppien verokohteluun sekä kiinteistöverotulojen merkitykseen suhteessa paikallishallinnon kokoon ja muihin tuloihin. Yleensä vakituisten asuinkiinteistöjen ja maa- ja metsätalouden kiinteistöjen verotus on lievempää kuin liike- ja teollisuuskiinteistöjen. Muiden kuin vakituisten asuinkiinteistöjen erityiskohtelu on sen sijaan harvinaisempaa. Yleisimmin voidaan erottaa kolme maaryhmää melko selvästi toisistaan: Pohjoismaat, missä paikallistason osuus koko julkisesta sektorista on huomattava, mutta kiinteistöveron merkitys pieni ja kunnallinen tulovero tärkein paikallishallinnon tulonlähde, Manner-Eurooppa, missä  paikallistason merkitys on pienempi ja kiinteistövero on merkittävä muttei ainoa verotulojen lähde paikallishallinnolle, ja lopuksi anglosaksiset maat, joissa paikallistason on myös pieni, mutta kiinteistövero sen ainut tai pääasiallinen verotulojen lähde. Lopuksi on esitelty suppeamman maajoukon kiinteistöverojärjestelmiä yksityiskohtaisemmin.

ABSTRACT: Taxation of real property has a long tradition and an important position as source of income for the local communities in many countries. In Finland the yield from taxation of real property is however smaller than in most OECD-countries. In this working paper the systems of taxation of real property in some OECD-countries are compared. The systems differ not only by their yield, but also by their structure. The study pays special attention to differences in treatment of different types of real property and to the importance of the property taxation compared to the relative size and other sources of income of the local community. Generally buildings used as regular residence and land used in agriculture and forestry are taxed less than land and buildings used in business and production. Other residential buildings than those used as regular residence however seldom get any special treatment. More generally, three groups of countries emerge. First, in the Nordic countries the share of the local communities in the total public sector is significant but the relative role of property taxation is small and income taxation is the main source of income for the local community. Second, in the continental Europe the relative role of the local communities is smaller and taxation of real property is a significant, but not the only, source of income for the local community. Third, in the Anglo-Saxon countries the role of the local communities is similarly small, but local property taxation is the only or at least predominant source of tax income. Finally, the systems of taxation of real property are described more in detail for selected countries.
