Tiivistelmä: Tutkimuksessa tarkastellaan III-oluen Alkoon siirron ja II-oluen päivittäistavarakauppamyynnin vaikutuksia alkoholijuomien haittakulutukseen, valtion alkoholijuomaverotuloihin, päivittäistavarakaupan rakenteeseen ja matkustajatuontiin. Tutkimuksessa tarkastellaan alkoholijuomien vähittäismyyntiä. Anniskelu on rajattu tutkimuksen ulkopuolelle. Alkoholijuomien myyntikanavien muutos vähentäisi alkoholijuomien haittakulutusta ainoastaan viisi prosenttia. Valtion verotulot laskisivat kymmenen prosenttia ja matkustajatuonti saattaisi lisääntyä jopa kolmanneksen. Hypermarkettien myynti kasvaisi ja valintamyymälöiden sekä elintarvikekioskien myynti vähenisi. Vajaan tuhannen pienen kaupan ja kioskin olemassaolo olisi uhattuna. Työllisyys heikkenisi muutoksen seurauksena lähes parilla tuhannella.

Abstract: This study examines the effects on harmful consumption of alcoholic beverages, the state’s alcohol tax revenue, the structure of grocery sales and the imports of alcohol by travellers of transferring the sales of medium strength beer to Alko liquor shops while retaining the right of grocery shops to sell light beer. In this study, we analyse the retail sale of alcoholic drinks. Serving of alcoholic beverages was omitted from this study. The change in selling channels of alcoholic drinks would reduce the harmful consumption of alcohol only by five per cent. The state’s tax revenue would decrease by ten per cent and imports by travellers could increase by up to one-third. The sales in hypermarkets would rise and reduce in the emporiums and food kiosks. About a thousand small grocery shops and kiosks would be threatened. As a consequence, nearly two thousand jobs would be lost.
