53. Havukuidun tuonti ja kotimaan puumarkkinat

Tiivistelmä: Tutkimuksessa tarkastellaan mäntykuidun ja kuusikuidun tuontia Suomeen ja tuonnin vaikutuksia kotimaan puumarkkinoihin. Tutkimus on jatkoa koivukuidun tuonnin vaikutuksia käsitelleelle tutkimukselle (Tilli ym. 2000). Tulokset viittaavat siihen, että tuontimäntykuitu ja kotimaasta hankittu mäntykuitu ovat olleet erityisesti 1990luvun puolenvälin jälkeen teollisuuden puunhankinnassa lähinnä toisiaan korvaavia. Tämä tarkoittaa sitä, että kotimaan mäntykuidun hinnan nousu on lisännyt mäntykuidun tuontia ja vastaavasti kotimaan mäntykuidun hinnan lasku on vähentänyt tuontia. Tutkimustulosten perusteella mäntykuidun ja koivukuidun tuonnin vaikutukset kotimaisiin puumarkkinoihin ovat olleet erilaiset, sillä koivukuidulla tuontipuu oli pikemminkin täydentänyt kuin korvannut kotimaasta hankittua koivua. Kuusikuidun osalla kotimaisilla puumarkkinoilla ei havaittu olleen merkitsevää yhteyttä tuontimarkkinoihin. Aina viime vuosiin (1999-2000) saakka kuusen tuontimäärät ovat olleet vähäisiä.

Abstract:  The paper examines the imports of pine and spruce pulpwood to Finland and the impacts of the imports on the pulpwood markets in Finland. The study is an extension to the paper analysing imports of  birch pulpwood to Finland (Tilli et al. 2000). In contrast to our previous results on birch pulpwood, this study indicates that imported pine pulpwood and the Finnish pine pulpwood have been, particularly after year 1995, rather substitutes than complements to each other in the forest industry’s wood procurement. Thus, a rise of the domestic pulpwood prices has increased imports of pine pulpwood, and accordingly when the prices of domestic pine pulpwood have gone down then the amount of the imported pine pulpwood has decreased. For the spruce pulpwood markets, our results did not show any clear connection between the domestic wood markets and the wood import markets. One should note that, until the last few years (1999-2000),  the amount of imported spruce pulpwood has been rather small. In sum, the relationships between the domestic wood markets and wood import markets has been different regarding all three pulpwood species, which has also implications regarding the competition on these markets.
