Tiivistelmä: Alkoholijuomien ”optimaalinen” verotus on riippuvainen kahdesta osittain erisuuntiin vaikuttavasta tekijästä. Ensinnäkin alkoholiverolla pyritään ehkäisemään alkoholijuomien kulutuksen aiheuttamia haittoja. Toiseksi valtio pyrkii keräämään alkoholiverolla mahdollisimman tehokkaasti verotuloja. Taloustieteellisen analyysin perusteella ei voida yksikäsitteisesti määritellä, miten näitä kahta alkoholiverotukseen liittyvää tavoitetta pitäisi painottaa. Tämän tutkimuksen mukaan on varsin ilmeistä, että miedot alkoholijuomat, erityisesti III-oluet, ovat Suomessa liian kireästi verotettuja. Väkevämpien alkoholijuomien, erityisesti mietojen viinien, alkoholiverotus on liian kevyttä. Suomen alkoholiverorakenne on päinvastainen muihin eurooppalaisiin maihin verrattuna. Valtaosassa EU-maista alkoholivero painottuu selkeästi väkeviin alkoholijuomiin, mutta Suomessa III-olutta verotetaan kaikkein ankarimmin.

Abstract: Optimal alcohol taxation is based on two distinct objectives. These objectives drive the taxation to two opposite directions. Firstly, alcohol taxation aims to prevent the harms caused by alcohol consumption. Secondly, trough alcohol taxation the government aims at collecting tax revenue as effectively as possible. Economic analysis cannot unambiguously define which of these objectives should get greater weight. This survey demonstrates that the taxes for mild alcoholic beverages, especially for medium strength beer, are too high in Finland. On the other hand, the taxes for strong alcoholic beverages, especially for mild wines, are too low. Compared to other European countries the emphasis of Finnish alcohol taxation is different. In several European countries the focus of alcohol taxation is on strong alcoholic beverages, but in Finland the tax for medium strength beer is the highest.
