An evaluation report assessing the impacts of Business Finland’s R&D funding. The evaluation is carried out by the request of the European Commission and executed following an evaluation plan authorized by the European Commission.
This report evaluates the input, output, and behavioural additionalities of Business Finland’s R&D funding. Input additionality is estimated by examining how funding has affected the share of firms deciding to invest in R&D and create R&D jobs, as well as the number of jobs created and innovation expenditure as a percentage of turnover. Output additionality is estimated using the number of patents and the share of firms filing new patent applications, making new process innovations, and making new product innovations. Impacts on economic performance are estimated using tangible and intangible assets, employment, turnover, and value added. Behavioural additionalities are estimated as the share of firms collaborating with competitors, customers, and research organizations. Furthermore, the report investigates the indirect impacts of R&D funding by examining the potential positive spillover effects and indirect additionality among non-supported firms, as well as whether the funding has affected competition.
